Montgomery County, Maryland, resident Steve Steinberg had his car stolen back in 2006. The thief abandoned it a few days later in the District of Columbia but not before racking up a parking ticket. Steinberg wrote the District Department of Motor Vehicles at the time to let them know the circumstances surrounding the ticket. It didn't do any good. The district turned his case over to a collections agency to get the money it said he owes. Only after Steinberg went to a local TV station with his story did the District back down.
