Dallas Police Office Mark Torres was placed on administrative leave and charged with felony theft by a public servant. Torres allegedly admitted to taking $700 from Raul Hernandez during a traffic stop. The Dallas Morning New reports that Torres had been disciplined several times since joining the force in 2001 and was suspended for 20 days in 2003 for missing court dates and making a false report.
