Would You Like Paper or Higher Taxes?

San Francisco officials are considering charging grocery stores a 17-cent tax on each grocery bag they give to customers. The stated objective is to reduce the use of plastic bags, but the tax would apply to all sacks, including paper. Currently more than 90 percent of grocery store customers ask for plastic instead of paper bags. But environmentalists blame the plastic bags for a host of ills.
