Lubbock-Cooper Junior High School bars students from carrying cell phones. Officials say they are used in drug-related activities. Deanna Kemper's son found that out on the first day. He also found out the school pays students to snitch on their peers. Another kid got $5 for turning him in for having a cell phone. His phone was confiscated but later returned.
