Most cities want residents to keep their property looking nice. But the government of Kennett Square, Pennsylvania, may be an exception, as it is making it just a little more difficult to fix things up. The borough council there recently voted to enforce an eight-year-old law requiring homeowners to get a permit before painting or installing wallpaper, carpet, or tile.
