Some call it the latte tax. Officially, it's known as the Early Learning and Care Initiative 0r Initiative 77. If approved by Seattle voters, it would place a 10 cent tax on "designer coffees" to fund pre-kindergarten programs in the city. Why coffee? Well, why not?
