The New Braunfels, Texas, City Council has banned people on local waterways from using containers of 5 fluid ounces or less. The rule is intended to keep people from downing Jell-O shots and tossing their cups. But residents say it will just keep them from bringing small bottles of sunscreen or juice, while the people drinking shots will just use larger cups.
