A federal judge has ruled that Oakland, California, police illegally strip searched two men in public. Officers claimed they pulled Spencer Troy Lucas and Kirby Bradshaw over for a traffic violation but could not explain why. They then handcuffed them, pulled down their pants, and shook their underwear, while a crowd gathered around them. The judge awarded Lucas $105,000 in compensatory damages and Bradshaw $100,000.
