The Detroit City Council agreed to pay $50,000 to settle lawsuits by two men who say they were groped by two police officers. But council members delayed actually making the payment for four months. They didn't pay up until the judge handling the case demanded to see all the council members to ask them why they weren't paying up. The council paid another $21,500 to settle three similar suits involving those two officers.
