Hollywood, Florida, officials are enlisting people for a new type of neighborhood watch. Instead of keeping an eye out for burglars, these volunteers will be watching for neighbors who put their trash out too early, don't keep their hedges trimmed, or commit other violations of building and zoning codes. They'll issue warnings, then turn the violators into code enforcement if the problems aren't corrected.
