Monash, Australia, residents: Don't worry. That person prowling through your garbage in the wee hours of the morning isn't a homeless person or a would-be identity thief. No, it's a contractor hired by the city to make sure people are recycling. A city spokesperson said that, following complaints, the garbage checks will be done at more reasonable hours.
