Organizing through the Internet, residents of Xiamen, China, successfully protested against the construction of a new chemical factory. Authorities halted construction of the factory pending an assessment of environmental risks. They have also called for a law banning anonymous posts on Web sites registered in the city. Anyone who wishes to post would have to provide their real name and back it up with their official identity card.
