A Philadelphia Police Department tribunal found Officer Norberto Cappas guilty of ordering two women to put on a sex show in a jail cell in 2003. The two women were picked up on suspicion of drug possession but no drugs were found on them and they were never charged with a crime. Cappas reportedly told them women they would do as he said if they wanted to go home. One of them women called police that night to report the abuse. But internal affairs sat on the case for almost three years, until the Philadelphia Inquirer reported the women's claims. Three other officers pleaded guilty to charges stemming from the case.
