A panel of experts on the Metro (Nashville) Use of Force Board found park police officer John Wells improperly shot motorist Randolph Kinzer three times through his windshield. The board found Wells actions were not necessary to prevent death or serious injury and that Wells was not in harm's way and in fact moved into the path of the car that Kinzer was trying to park on park grass. But District Attorney Torry Johnson says Wells will face no criminal charges. "They can conclude all day long it's a bad shooting. But a bad shooting does not equate to a criminal shooting. That's really the bottom line," Johnson said.
