Kansas City motorists must now pay before they fill their tanks. It's the law. The city council unanimously approved the ordinance. City council members say it will reduce drive-off thefts, but some convenience store owners say it will cause more motorists to pay at the pump and reduce impulse purchases of sodas and food.
