One of the most frustrating things about
California, writes Steven Greenhut, is seeing how every serious
public policy issue is driven by what’s best for government
employees, not what’s best for the public. Thankfully, Greenhut
reports, one California judge is introducing a new level of
transparency that will bring some much-needed scrutiny to
government officials working in the children and family services
