A new CDC report finds a small increases in teen pregnancy and STDs since 2002. The urge to blame Bush is strong. But why are we so drawn to the idea of an all-powerful president? At best, the president is a household god, capable of small magics in his own domain beyond the reach of ordinary mortals. When more powerful forces are set in motion, he cannot alter our fates.
