The same
bill that authorizes the Food and Drug Administration to regulate
cigarettes prohibits manufacturers from telling consumers about FDA
regulation, lest they be "confused and misled." That's a reasonable
concern, says Senior Editor Jacob Sullum, since FDA regulation is
apt to make cigarettes more hazardous while impeding competition
from safer alternatives.
