Senate Majority Leader Harry Reid and Speaker of
the House Nancy Pelosi are evidently not just legislators, but
electrical power engineers as well. At the Clean Energy Summit in
Washington on Monday, they outlined their plans for constructing a
national smart grid to support new renewable energy generation and
transmission and for weaning America off of foreign oil. At the
summit, oilman T. Boone Pickens offered this homey bit of wisdom:
"A fool with a plan can beat a genius with no plan." Science
Correspondent Ronald Bailey fears that Congress aims to prove him
right.
