The Ethanol Mandate is a means of keeping gas prices high without looking like it; it forces some amount, usually 10%, of gasoline to be ethanol. The process of doing this is expensive, it also reduces the energy content of a gallon of fuel, forcing consumers to buy more for the same, rasing demand, thus raising prices.
