How could anyone have forseen a situation in which government agents might abuse a process which allows them to write their own warrants (which include a gag order)?

...The White House had fired eight competent U.S. attorneys for, among other things, not working hard enough to prosecute Democrats. Washington State's John McKay hadn't dug into claims of Democratic voter fraud in a governor's race...

Clarification: McCay did investigate the claims of voter fraud and came to the conclusion that there was nothing to prosecute.
