Opening up currently closed domestic reserves
I suppose the fields off the three coasts and in ANWR are "domestic reserves" in the sense that every rational person knows they'll be developed when necessary.
Under the Kyoto approach, however, they're simply off limits, making it likely they'll be developed five years after it becomes necessary, with the additional risk of "haste makes waste."

I have it on good authority (Joe and Chicago Tom) that there are no significant oil reserves in ANWR and that the failure to develop ANWR and other public lands has no effect whatsoever on oil and natural gas supplies and price.

Oil markets and prices will settle down as soon as: peace comes to Iraq; Iran's ayatollahs halt uranium enrichment; the demands of Nigerian separatists are satisfied; and Venezuela's Hugo Chavez and Russia's Vladimir Putin boost investment in production.
Somebody remind me again why I have nothing to worry about?
I'm telling you, Jetta TDI: 44 mpg.
That's my next big purchase, in a few years. I'm all over that.
Even if the efficiency of market pricing means that the better mpg are compensated by a higher price tag, I'd rather send my cash to engineers in Germany than state-run oil companies in unstable places.

Fred Grandy had an interesting observation on the Grandy and Andy radio show this morning. The people calling for a government investigation because of the decrease of 400,000 barrels/day from Alaska tend to be the same people who say that a million or so barrels/day from ANWR for many years would do little to affect the oil markets.

The same people who won't let the oil companies build new refineries are the ones who are most up in arms when a hurricane hits the gulf and wipes out a large part of the country's refining capacity.
