The New York Times reports that "some administration officials" are having second thoughts about the strategy of keeping the NSA's warrantless surveillance program a secret, even from members of Congress: "'It puts you at the mercy of what gets leaked,' said one senior official who requested anonymity because he was discussing internal business of the White House."
