Hands up, everyone who thought that North Korea's missile misadventures would have Japan talking pre-emptive strike?
A pre-emptive strike is only slightly beyond what I would have expected. The Japanese have been getting nervous for a long time, if you've been watching what's going on. The urge to rearm has been building at least since the Cold War "ended".
But I have to admit, I figured it was going to be China that pushed them back over the edge to rebuilding their military. N Korea will just make it happen a little faster.
China and Russia are anxious about the sanctions idea
Yeah, China and Russia won't make money off N Korea if the sanctions go through and that shuts the UN down. Where have we heard this before in recent history?
We really should be grovelling more on the steps of the UN, shouldn't we? It's a great frat house, and there's always free beer you know.

The PRC is worried about the UN interefering with NK domestic affairs because the PRC doesn't want anyone interfering with its domestic affairs.

Its simple: Pre-empt if there is a necessary global commodity present where prices are kept artificially high due to lack efficiency and pre-emption could someday lead to market equalization based on real scarcity rather than dictatorially contrived scarcity. Oh yeah.... pre-empt is there is a dude killing a bunch of people too.

General Motors is the poster child for entrenched, unresponsive, unimaginative management, clinging desperately to a long gone glory. The last thing that should happen is GM joining a mammoth "strategic global alliance" with anybody. GM should be forced into bankruptcy so it can be broken up. And Wagoner ought to be pitched off the roof of that shiny new HQ, along with the entire board of directors.
Not that I have any specific opinion on the matter.

Seems like it would be a bit like having a crazy-ass neighbor who's test firing a rifle and the bullets aren't landing on your property, but in the middle of the street.

That depends on whether I have a standing grudge with the neighbor, and if he's trying to hit the guy's yard behind mine.
