I recently mused on a similar subject from the opposite direction. That is, that attacks by "lone wolves" are much easier to dismiss as isolated incidents than attacks by organized groups.
Remember what happened to Kerry when he talked about "terrorism
as a nuisance".
Why do you hate America Jesse?
Truly leaderless resistance has almost no probability of
securing big bombs and nasty gasses. If the implication is that
nationless terrorist organizations should be considered primarily
under this category, I disagree.
A nation is one unit of organization and leadership, and it is the
one we have evolved deterrents to deal with. There is a real
problem with organized terrorists who aren't necessarily organized
under a national flag.

It's a problem with

Ooh, creepy synergy... That's the theater I saw Team America in! No chance of me getting killed by a fellow theater-goer, tho: I was the only person in the show, probably in the whole theater complex.
