"And that's what's problematic about last week decision to
reduce New York's UASI grant by $83 million and Washington's by $31
million while increasing New Jersey's funding by $15.2 million and
Louisville's by $3 million?a 70 percent increase"

New Jersey with the city of New York is not very
useful.
Terrorists targeting Newark? I'd think they take one look and say "whoa, looks like someone already hit this place."
