"And that's what's problematic about last week decision to reduce New York's UASI grant by $83 million and Washington's by $31 million while increasing New Jersey's funding by $15.2 million and Louisville's by $3 million?a 70 percent increase"

Is that supposed to be "Newark" rather than "New Jersey"? Because, otherwise, comparing changes in funding to the state of New Jersey with the city of New York is not very useful.

You are right. It's not New Jersey but Jersey City/Newark area.

Terrorists targeting Newark? I'd think they take one look and say "whoa, looks like someone already hit this place."

Ok, that was cheap.
