It's not exactly a first wave so much as an increase. Troops have been used to assist the Border Patrol going back to 1915, including in modest numbers in the past few years.
I'm looking (and not yet finding) for whether any troops were used to assist during Operation Hold the Line (1993), Operation Gatekeeper (1994) or the Border Safety Initiative (1998). Does anyone have that info?

Plenty of wiggle room exists for Dems to say they do not want Congress defining the issue for each state.

Ah yes, "Click It or Ticket". The clearest indication that:
1) We live in a police state.
2) Americans are sheep.
One of the many highlights of my pending move to NH is that I don't have to put up with this thuggary. Of course, the statists are trying to change this (as one of numerous efforts constantly underway to f*ck up NH). I look forward to fighting these pissants in a situation where I'll at least start with the upper hand.

The pres says that's it's al legal, 'cause the which-number-called-which-number info is a "business transaction", not personal information (or something like that).
I'm completely ok with it.
In fact, I think that every pols' "business transactions" should be published on the web.
