The Cato Institute, meanwhile, unveils Cato @ Liberty—a title in which I sense the influence of resident punmeister Tom Palmer. Also at Cato, coinciding with the release of their new paper on Bush and the Constitution (praised, in a "cats and dogs living together" moment, by Bob Herbert this weekend), is a Cato Unbound forum on the chances for a small-government resurgence in the GOP.
