I like Ms. Howley's idea on forbidding Congresscritters from using in-kind contributions from lobbying firms in place of staff. That would help.

Here's something else we could try to forbid:
What if it were an impeachable (preferably criminal) offense to vote on a Bill without full knowledge and comprehension of the contents?
That could never happen, but it's fun to think about.
