That's a standard page some hosting companies use when someone hasn't paid their bill, they've exceeded bandwith or disk space, they're using up too many resources, etc.
Perhaps someone's DDOSing his site or, because of the day of the month, perhaps he's exceeded bandwith.
Say, does everyone know that - despite blogging there since 2004 - I was recently bann3d by Redstate?
