"Cyber-Dissidents"?

Via SmartMobs, I see that Reporters Sans Frontières has released a Handbook for Bloggers and Cyber-Dissidents, though it seems primarily geared toward writers working in countries that censor independent journalists and critics. Speaking of which... Duncan "Atrios" Black and RedState's Mike Krempasky both testified at a congressional hearing on pending legislation that would insulate the Internet from campaign finance restrictions. Sounds like a good idea—but why stop there?
