Unsurprisingly, I think it's a capital idea, and would likely bring a gust of support behind the growing "Community of Democracies" reform initiative, supported by the bipartisan likes of Madeleine Albright, Colin Powell, Tom Lantos, and David Dreier, and described in these pages this March by Jonathan Rauch.
