A multi-lateralish friend of mine living in Kosovo sends along this possibly relevant observation:

I suspect that the interesting story may be ... the role of the UN administration here, which is notoriously inept and increasingly unpopular. Anyone who thinks that turning Iraq over to the UN is going to be any kind of a solution should really come and take a look at how they've handled situation here, under much more favorable conditions.
