Shouldn't the Levy be Dry?

The city of San Francisco sells people land it technically doesn't own--land that lies underwater. Now it's demanding back taxes on the soggy plots.

The property was on the block after its unidentified previous owners failed to pay their back taxes, which totaled several thousand dollars.

Just why the Kos would plunk down money for a couple of water-sodden -- and seemingly worthless -- plots is a bit of a mystery.

They didn't return our calls seeking comment, but city officials speculate: A) They hadn't actually seen the property before they grabbed it; or B) They thought it had some "speculative land development'' value -- perhaps
