The comparison to Japan doesn't work. They had no experience with democracy, either, but they had one major incentive to tow the line and do things the way MacArthur told them to -- the atomic bomb.
The old joke goes if you want to get the mule to do what you tell it to, first whack it in the head with a two-by-four, just to get its attention. Pulverizing (literally) two major cities with nuclear bombs got their attention; after that the citizens were much more inclined to behave as instructed.
Maybe the problem in Iraq is we haven't been fierce enough. Instead of negotiating over Falujah, perhaps we should have flattened it with daisy cutters, just to "get their attention." Then the democratization of the rest of the country might have fallen into place much more readily. At the least, the so-called insurgents would think a lot harder about their chances for long-term success.
Of course, we may also have ignited a serious Middle East war . . .

Japan did have a Democratic tradition. What Japan had that Iraq doesn't is a plausible alternative fear to American control - the Sovs were perched on the Sakhalin Islands and right across the straits, and it was understood that but for American occupation there'd be a Soviet one and nobody wanted that. Cf. Western Germany.
There's no bogeyman that consoles Iraqi nationalists that "it could be worse."
I have an ironclad precept called the Jimmy Johnson Principle, after the retired football coach. The JJP is that anyone who says that "my problem is I've been too nice" is ALWAYS mistaken.

Well, we might just have to tolerate a strongman government due to regional realities. With Iran on the verge of going nuclear, and Saudi Arabia a mess, a pro-American presence in the region is crucial, even if it means tolerating a government that doesn't respect the rights of its citizens.
I mean, look how well it worked in the 80's when we used Saddam Hussein as a counter-weight against Iran! Oh, wait a minute...
OK, OK, I've got it: Remember how well it all worked out in Afghanistan when we gave weapons to any religious zealot eager to fight the Soviets? Sure, Afghanistan didn't evolve into a free society after the Soviet withdrawal, but at least no threats to US security ever emerged in Afghanistan. Right?
