I thought this was already being handled by slugs. Seems to me HOT is just a tax that won't help and might even make things worse.

This is what you get when you build your suburbs as all-car-all-the-time zones, and when you let your transit- and walking-supportive central city go to hell.
Tailpipe solutions are always the most expensive and least effective.
