I think it's safe to say that this is one of those problems that would not have existed if Strom Thurmond had been elected president.

Regarding your closing statement that "this problem would not have existed..." Of course not. Had that been the case, Mr. Duke would likely be using our tax dollars for his investments and gambling habits.
